Kyiv police have for the second time charged an employee of the Kyivpastrans utility company with negligence. According to investigators, price gouging during electricity purchases in 2021–2023 has caused the capital's community over 58 million hryvnias in damages.

Investigators from the Podil Police Department established that the 44-year-old official inflated electricity prices when signing contracts with a contractor in 2021, 2022, and 2023. As a result, the Kyivpastrans utility company overpaid millions of hryvnias in budget funds.
Previously, in July 2025, the same woman was caught purchasing electricity at an inflated price in 2021, which resulted in an overpayment of more than 11.6 million hryvnias.
Further investigation revealed that the company repeated similar actions in 2023—despite the decline in the market price of electricity, it failed to take this into account when concluding new contracts. As a result, the company overpaid more than 47.2 million hryvnias.
The total damage from her actions exceeded 58 million hryvnias. Furthermore, the director of the supplier company, who, according to the investigation, may have been involved in the embezzlement, was also served with a notice of suspicion.
The official has been charged under Part 2 of Article 367 of the Criminal Code of Ukraine—official negligence resulting in grave consequences. The penalty under this article carries a sentence of up to five years' imprisonment, with disqualification from holding certain positions or engaging in certain activities for up to three years.
The pre-trial investigation continues under the procedural guidance of the Kyiv City Prosecutor's Office with the participation of SBU officers.
