Macron on 90 billion for Ukraine: "Plan A" must be implemented

European Union leaders reached a unanimous agreement in December 2025 to provide Ukraine with an EU loan of 90 billion euros in 2026-27, so this promise must be fulfilled, French President Emmanuel Macron said after the conclusion of the European Council summit on March 19.

Macron: “The unanimous agreement of the European Council from December last year on a loan to Ukraine in the amount of 90 billion euros must be respected and implemented without delay, in accordance with the principles of loyal cooperation. For me, there is no plan B, because plan A must be implemented. Trust in the Council depends on this.”

He stressed: “when heads of state and government agree on a decision, it must be implemented, otherwise it is to some extent a collapse of the very meaning of our exchanges of views.”

Macron also thanked Ukrainian President Volodymyr Zelensky “for agreeing, in this context, to host a European Union mission in Ukraine to provide technical assistance and financing for the repair of the Druzhba oil pipeline, which was damaged by Russian strikes.”
